Which are a group of powerful, well funded, well organized vampires just moved into the heart of the British empire waged war on a powerful wizard and his followers, turned a pureblood with Abraxas Malfoy and continue to turn wizards into vampires. There is even talk that in spite of their change in status that Malfoy and Severus have retained their magic.

Does the Council not consider magic wielding vampires to be a problem worth addressing?

If Abraxas and Severus do retain their abilities that opens the door to several possibilities and none of them are particularly appealing. I may need to get closer to the situation to assess it objectively.
